While WWE has done a solid job of trying to make us believe that Randy Orton has a chance of walking away with the world heavyweight championship at Extreme Rules, the current plan consists of Seth Rollins retaining the belt. He more than likely will be cheating to get that done. Since the front office doesn't want to do a straight up rematch, the belief is that Roman Reigns will be thrown into the mix at Payback in a triple threat match.

While it is being said that the decision was not a last minute one, Seth Rollins was not aware of the plans when Wrestlemania started. In fact, he didn't even know what was to come while he was doing the job for Randy Orton. Management informed him of their decision during the segment with Ronda Rousey. That was when everyone involved was sent into a room with Michael Hayes to go over the revised finish of the match.

While he is extremely unlikely to lose his job over this, there are talks that WWE could end up giving a small fine to Seth Rollins because of the nude scandal. Vince McMahon does not want other performers to think that he is playing favorites, even if he does have a long history of doing that with his top performers. A small fine would show the locker room that there is some sort of punishment for negative behavior.
