While there are plenty of rumors floating around about him being a potential replacement judge, Mick Foley himself has publicly expressed doubt that WWE will contact him to join the Tough Enough series. He was very critical of the most recent elimination, and management might be afraid to have that type of honesty on their show.

Rumors spread on Thursday that Samoa Joe met with WWE officials to negotiate a developmental contract. It is now looking more and more likely that it did happen, as Jim Ross himself has confirmed that he saw Joe earlier in the day. Ross is in Orlando, where the performance center happens to be, to tape a show with Mick Foley for the Network. The belief is that Joe will sign a deal and start with NXT around June of 2015.
